Getting a traditional upright vacuum out for small mess is no small task. You have to get it out of the closet, drag it to mess, attach an attachment, plug in the cord, and turn it on to clean up a small mess.

With a shop vac, you run the risk of damaging the outside of the car if the vac bangs into the door as you clean the inside. This is not the case with a handheld. Large shop vac hoses have difficulty getting into the tight spaces between the seats and under the seats, too.
A handheld has no problems in those space. And, once you are finished cleaning the upholstery in your car, you simply empty out the little canister, put it back in place, and charge the vac. With a shop vac, you have to empty out the big canister without trying to make another mess and put everything away – this is not easy work!
